Martin J. Weinstein is a partner in the Litigation Department of Willkie Farr & Gallagher LLP and leads the Compliance & Enforcement Practice Group. For two decades, he has represented corporations, organizations, and individuals in a wide variety of sensitive matters ranging from Congressional inquiries into campaign contributions to conducting investigations on behalf of the Commissioner of Major League Baseball. His practice has spanned almost every major enforcement or compliance topic in almost every industry. Chambers USA and Chambers Global have given Mr. Weinstein tier 1 rankings since 2007. On July 25, 2003, Maryland Governor Robert Ehrlich appointed Mr. Weinstein to the Chesapeake Bay Trust Board of Trustees where he served until July 2007 as Chairman of the Finance Committee. The Trust oversees academic and environmental grants dispensed in connection with the Chesapeake Bay.In 2003, Mr. Weinstein co-founded the Willkie Farr & Gallagher LLP Greater DC Community Foundation, a unique philanthropic organization in the Washington, DC legal community. The Willkie Foundation pools contributions from the firm’s partners, associates and staff and makes grants to organizations like Higher Achievement Program, DC Scores, Field of Dreams and Venture Philanthropic Partners. Mr. Weinstein founded and was previously a board member of Silverstar LLC, a holding company that owns and operates small inns. He also founded a portfolio management firm responsible for structuring diversified portfolios for individual clients. Prior Experience
Mr. Weinstein was formerly an assistant United States attorney in the Fraud Section of the Northern District of Georgia. As a federal prosecutor, his practice focused on international, corporate finance, government contract, and tax matters, and included more than two-dozen federal jury trials nationwide.Mr. Weinstein served as lead prosecutor in the Lockheed case, which involved violations of the Foreign Corrupt Practices Act, and resulted in a criminal fine and civil settlement totaling $24.8 million, making it the most expensive international corruption case at that time. Mr. Weinstein has also represented the United States in negotiations with countries including Syria, Switzerland, and the Baltic States. In 1995, the Attorney General presented Mr. Weinstein with The John Marshall Award for outstanding legal achievement in trial and litigation. He was selected from among the nation’s federal prosecutors and recognized for his work in foreign business practices, most notably the Lockheed case. Prior to joining the United States Attorney’s Office, Mr. Weinstein was a prosecutor with the United States Department of Justice in the Criminal Section, Tax Division.
